He was a world champion in two weight classes, having held the IBF Lightweight title twice between 1986 and 1989 and the WBO Super Lightweight title in 1991. Haugen turned professional in 1982 and won his first 17 fights before challenging for a world title and defeated Jimmy Paul for the IBF strap. He was known as tough counter-puncher with an excellent jab and incredible determination. Haugen's greatest victory came in 1991, when he became the first man to defeat Hector Camacho and win the WBO crown at Super Lightweight. Sadly, Haugen passed away in February 2025 after a battle with cancer. He retired with a professional record of 40–10–1.
